On the morning of June 30, the Ho Chi Minh City Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee held a ceremony to announce central and local resolutions and decisions on the merger of provincial- and commune-level administrative units, the dissolution of district-level units, and the establishment of new Party organizations, as well as the appointment of Party committees, People's Councils, People's Committees, and Fatherland Front Committees at the city, ward, commune, and special zone levels.
Speaking at the event, General Secretary Tô Lâm made a heartfelt call for all officials, Party members, civil servants, public employees, workers, armed forces, business communities, and the people of Ho Chi Minh City to unite, act boldly, creatively, and with discipline to elevate this newly unified city to greater heights.

He urged these officials to remain steadfast, to harness collective wisdom, stay close to the people, respect the people, and act for the people — always placing the nation’s and people’s interests above all else.

He underscored that the decision to “restructure the nation’s landscape” marks a strategic, historic step — one that initiates a new phase in the country’s effort to refine state administrative mechanisms, streamline the political system, and build a modern, efficient, and people-centered governance model. This move aims to ensure that state institutions serve the people, and that all benefits truly belong to the people.
Reorganizing administrative boundaries and implementing a new model of local government, he said, is both an objective necessity and a timely response to the country’s development amid globalization, digital transformation, and the Fourth Industrial Revolution.
