The Ho Chi Minh City People’s Committee has just issued a plan to implement the construction of Metro Line 2 (Ben Thanh – Tham Luong), aiming to accelerate investment progress and complete the city’s urban railway network in accordance with National Assembly Resolution 188/2025/QH15.

Construction of Metro Line 2 will commence on January 15, 2026
According to the plan, between October and December 2025, tasks such as preparing and appraising the midterm report, the revised environmental impact assessment, the monitoring report, and the final feasibility study will be completed.
The project investor will carry out related work in November and December 2025, before the official groundbreaking of the entire line on January 15, 2026. Construction across the whole route is expected to commence on January 16, 2026.
The Ho Chi Minh City People’s Committee has instructed relevant departments, sectors, and local authorities along the metro route to promptly allocate personnel, proactively develop detailed plans, and maintain close coordination throughout the project’s implementation.
Competent agencies have been directed to review and streamline administrative procedures, as well as apply information technology and artificial intelligence to classify and process documents more efficiently, ensuring the project’s timeline remains on track.
The Department of Construction has been assigned as the standing agency responsible for monitoring and urging implementation, with progress reports to be submitted to the People’s Committee every two weeks.
During implementation, if any adjustments are required, relevant units must promptly coordinate and propose solutions to avoid affecting the overall schedule.
Notably, the Ho Chi Minh City People’s Committee has also approved the application of special mechanisms under National Assembly Resolution 188/2025/QH15, allowing the project to proceed without repeating the investment policy approval process.
In addition, the operating costs for appraisal experts will be incorporated into the project’s total investment, to be prepared and submitted for appraisal by the Management Authority for Urban Railways (MAUR) in accordance with regulations.
