Ho Chi Minh City Party Congress sets strategic vision for a new era

A successful Congress

Delivering the closing speech after nearly three days of urgent, serious, united, democratic, and highly responsible work, Mr. Tran Luu Quang - Secretary of the Party Central Committee and Secretary of the Ho Chi Minh City Party Committee - stated that with the motto "Solidarity – Democracy – Discipline – Breakthrough – Creativity", the congress had fulfilled its entire planned agenda.

"At this moment, we can proudly and confidently report to the Party Central Committee, the Politburo, the Secretariat, as well as all officials, Party members, and the people of Ho Chi Minh City that the 1st Congress of the Ho Chi Minh City Party Committee for the 2025–2030 term has been a great success, marking a historic turning point in the city's development," said Mr. Tran Luu Quang.

Mr. Trần Lưu Quang praised the success of the 1st Congress as the result of meticulous and responsible preparation by the Executive Committee of the Ho Chi Minh City Party Committee.

This success stems from the close leadership and guidance of the Politburo and the Central Party Secretariat; the support and direction of central agencies such as Party bodies, Government, National Assembly, and Central Office; and the care and encouragement of former Party and State leaders at both central and city levels. Most importantly, it came from the sense of responsibility, unity, intelligence, and dedication of the 546 official delegates, representing the will and aspirations of over 366,000 Party members in the city.

The Congress sincerely thanked the Politburo, the Party Secretariat, and especially General Secretary Tô Lâm for their leadership, direction, and for sending meaningful messages and guidance regarding the city's aspirations and development vision in the new era.

The Congress announced the Politburo's decision to appoint 110 members to the Executive Committee of the Ho Chi Minh City Party Committee.

"This is the highest authority of the city's Party Committee, tasked with making the most important decisions in leading and directing the city's development process," emphasized Mr. Tran Luu Quang.

The greatest and most valuable resource

According to Mr. Tran Luu Quang, the most important outcome of the congress was achieving high unity in will, awareness, and action; and reaching consensus in evaluating the results of implementing the 2020–2025 Resolution, while also objectively and frankly identifying shortcomings and limitations.

The congress also clearly defined directions, guiding principles, goals, and strategic tasks for the next five years, as well as a longer-term vision for the newly merged city to rise regionally and globally, pursuing fast and sustainable development.

"We are deeply aware that, along with our significant achievements and emerging opportunities, the city is also facing many challenges—due to global fluctuations, economic changes, climate impact, and increasing development demands, as well as the psychological barrier of fear—fear of making mistakes, fear of responsibility," Mr. Tran Luu Quang noted.

This understanding, he emphasized, brings a greater responsibility: every official, Party member, and citizen of Ho Chi Minh City must be fully aware of their role in joining hands to ensure the city's peace and development.

Mr. Tran Luu Quang called on every committee, official, and Party member to uphold responsibility, take the lead, and set an example to ensure that the congress's Resolution is truly brought to life.

Implementation of the Resolution must focus on key tasks and strategic breakthroughs; mobilize all available resources; avoid wasteful, superficial efforts; and enhance supervision, problem-solving, and grassroots creativity.
