Vingroup Joint Stock Company (Vingroup Group) has submitted a document to the Chairman of the Ho Chi Minh City People's Committee, seeking approval to conduct a feasibility study for investing in a sea-crossing road connecting the Can Gio - Vung Tau area under the BT (build-transfer) model.
In its proposal, Vingroup Group noted that on June 11, the Prime Minister issued Decision No. 1125/QD-TTg approving the "Ho Chi Minh City Master Plan Adjustment Project through 2040, with a vision to 2060." The decision identifies the development of modern transportation infrastructure and enhanced intra- and inter-regional connectivity as a core strategic priority.
With Ba Ria-Vung Tau province merged into Ho Chi Minh City, the need for a direct coastal connection corridor has grown urgent. Can Gio and Vung Tau hold strategic importance for the marine economy, ports, tourism, and ecological urban development, yet their current infrastructure remains limited, relying primarily on ferries and indirect routes.
Building the sea-crossing road would cut travel times, better integrate the city's functional zones, and spur economic, social, and commercial growth while expanding sustainable urban space.

If the sea-crossing bridge is built, the journey from Can Gio to Vung Tau would take just 10 minutes.
"In the spirit of partnering to realize key transportation infrastructure plans, Vingroup Group requests that the Ho Chi Minh City People's Committee permit the company to study and invest in the sea-crossing road linking the Can Gio-Ba Ria Vung Tau (former) area under the BT model," the document states.
The document adds: "This initiative represents a crucial step, providing the legal foundation to launch the feasibility study and shape the city's development path. Vingroup Group pledges long-term collaboration to boost regional connectivity and foster sustainable growth along Ho Chi Minh City's coastal areas."
Residents and tourists from central Ho Chi Minh City currently face traffic congestion when heading to Vung Tau beach, often routing through Can Gio and relying on ferries for the final leg. A sea-crossing link would position Can Gio as a central hub, allowing Vung Tau visitors to easily access recreational spots there—and vice versa.
Following the groundbreaking of a 2,870-hectare sea reclamation project in Can Gio, work is progressing at a rapid clip, fueling anticipation for an international-caliber coastal metropolis to emerge in the area.
