Vietnam to make English mandatory from Grade 1

(NLĐO) - Higher education is expected to become a national pillar in leading the English language ecosystem.

The Prime Minister has recently issued Decision No. 2371/QĐ-TTg dated October 27, approving the project titled “Making English the Second Language in Schools for the 2025–2035 Period, with a Vision Toward 2045.”

The Ministry of Education and Training has proposed introducing English as a compulsory subject starting from grade 1 under the General Education Program; it is currently mandatory from grade 3.

Meanwhile, children at the pre-school level will be introduced to the language through familiarization experiences as a preparatory step.

The project will be implemented across all educational institutions nationwide, including preschools, general education schools, universities, vocational training institutions, and continuing education centers.

It is estimated that the project will impact around 50,000 educational institutions, involving nearly 30 million children, pupils, and students, as well as approximately 1 million administrators and teachers across all levels and fields of education and training.

The project will be carried out over 20 years (from 2025 to 2045) and implemented in three main phases.

In Phase 1 (2025–2030), the focus will be on building and standardizing the foundation—ensuring a solid basis for English to be used regularly and systematically within the educational environment.

Phase 2 (2030–2035) will focus on expanding and strengthening the program—promoting more frequent and consistent use of English.

Phase 3 (2035–2045) will aim to refine and enhance the outcomes—ensuring that English is used naturally while developing an English-language ecosystem within educational environments, communication, and school administration.

To achieve this, it is estimated that an additional 12,000 English teacher positions will be created in public preschools nationwide.

In addition, it is necessary to train and upskill at least 200,000 teachers in English proficiency as well as professional and pedagogical competence from now until 2035 to meet the requirements and objectives of the project.

For higher education, the goal is to develop an effective English-speaking environment for teaching courses, modules, and credits within training programs, as well as for training and professional development of teachers and lecturers.

Higher education is expected to become a national pillar in leading the English language ecosystem, fostering deep international integration, knowledge transfer, and innovation through English.

For vocational education, the project aims to enhance English proficiency in communication and career orientation, meeting the demands of both the domestic and international labor markets. It also seeks to develop an effective English-speaking environment within vocational education institutions.

For continuing education, the project aims to improve English proficiency among learners in continuing education programs, diversify the forms and content of English learning to meet the diverse needs of society, and thereby contribute to enhancing the quality of the national workforce.
