The groundbreaking, inauguration, and technical opening ceremonies for projects and works celebrating the 14th National Congress of the Communist Party of Viet Nam were held simultaneously at 79 sites nationwide on the morning of December 19.
In Lao Cai Province, Component Project 1 of the Lao Cai – Hanoi – Hai Phong railway construction project (Lao Cai Ward) broke ground. Bac Ninh Province commenced the Phase 2 project on investment and development of infrastructure for Que Vo II Industrial Park (Phu Lang Commune).
In Quang Ninh Province, construction began on a **high-end integrated tourism and service complex in the Van Don Economic Zone (Van Don Special Administrative Unit), with Sun Group as the investor.

In Hue City, the Hue International General Hospital (Thuan Hoa Ward), invested by **Hue International General Hospital Joint Stock Company, was inaugurated.
Quang Ngai Province will break ground on the Hoa Phat Dung Quat Railway Rail and Special Steel Manufacturing Project (Van Tuong Commune). The project is invested by Hoa Phat Dung Quat Special Rail and Steel Joint Stock Company.
Lam Dong Province inaugurated the Phan Thiet Airport construction investment project (Mui Ne Ward), with the Air Defense – Air Force Service as the investor.
An Giang Province commenced construction of Urban Railway Line No. 1 (Phu Quoc Special Administrative Unit). Can Tho City inaugurated and technically opened the main route of the Eastern North–South Expressway Project, Can Tho – Hau Giang – Ca Mau section.
Specifically, the central site was located in Thuong Phuc Commune, Hanoi, featuring the groundbreaking ceremony for the Olympic Sports Urban Area Construction Investment Project. In addition, there were 11 main sites in the following localities: Lao Cai, Bac Ninh, Quang Ninh, Hue, Quang Ngai, Lam Dong, Ho Chi Minh City, An Giang, Can Tho, Dong Nai, and Hanoi.
The main site in Hanoi hosted the groundbreaking ceremony for the Red River Landscape Boulevard Construction Investment Project (Phu Thuong Ward).
At the main site in Ho Chi Minh City, the groundbreaking ceremony for the Youth Cultural House Construction Project (Sai Gon Ward) took place, with the Ho Chi Minh City Civil and Industrial Construction Investment Project Management Board as the investor.
Dong Nai Province organized the inauguration of several works and the launch of the first flight under Phase 1 of the Long Thanh International Airport Construction Investment Project (Long Thanh Commune), invested by the Airports Corporation of Vietnam.
According to reports, as of December 14, the Ministry of Construction has compiled 234 projects and works nationwide that meet the conditions for groundbreaking, inauguration, or technical opening across 34 provinces and cities. These include 38 projects from ministries and central agencies, 39 projects from corporations and state-owned enterprises, and 157 projects from local authorities. The total investment capital for these projects exceeds 3.4 quadrillion dong.
